Software on one line, a part on another
Windows is installed clean when the laptop will not boot, or when you want a fresh start. That install does not replace a screen, a battery, or a keyboard. A cracked or black panel, a swollen or fading pack, dead or sticky keys, an SSD or a new drive for a failing disk, heat traced to the fan and heat sink, and a malware clean for pop-ups are each their own line when they are the fault.
Why the lines stay apart
The benefit is that a fresh Windows install is not used to hide a dead battery, and a new part is not used to hide a system that only needed a clean start. The quote shows the line you are being asked to accept, before any paid work.
